Ordinance No. 2005-169/2006-69

Ordinace No. 2005-169 by Mayor Perciak: An ordinance authorizing the Mayor to enter into a contract with a planning consultant for planning services to the city of Strongsville, and declaring an emergency.

(Ordinace No. 2005-169 passed by a Council vote of 7 to 0 in the fall of 2005.

PLAN FOR SOUTH PEARL ROAD INCLUDES OFFICES, HOMES, BUT NO STORES


"STRONGSVILLE-The city planning department is expected to unveil a blueprint for the development of south Pearl Road as an area incorporating residential units, offices and medical facilities, but no retail.

City planner Bob Hill said he is preparing a final draft fo the plan, which, if approved by the city, will affect future development along...a 2-mile stretch of roadway from Shurmer Road to Boston Road,

Ward 4 Councilman Michael J. Gallagher has said he would like to see the corridor...developed as a boulevard that would ban strip shopping plazas and contain an aesthetic blend of mixed uses in a pedestrian-friendly environment.

Hill said development of the blueprint required him to identify how the property...is now being used...
"When you do that, you highlight potential development areas....in terms of how it is currently zoned...recommened as to any changes...
Hill said the basic concern is that nearly all frontage on Pearl Road from Shurmer Road to Boston Road is presently zoned for general business.

Hill said that concern was supported by studies showing "FAR TOO MUCH LAND IS ZONED FOR GENERAL BUSINESS, compared to what is practical" and that there is a "VAST OVERSUPPLY" of such zoning along the south Pearl Road corridor.

The following was discussed........
Ordinance No. 2006-69:" Mr. Haseley stated that after he met with the Mayor they seemed to be of the same opinion that this should be defeated.  Most of these changes would have been on his side of Pearl Road and people who own several parcels and are still planning to develop the land and would be penalized."...
