"tax replacements are tricky because one can easily confuse tax "replacement" with "renewal". While RENEWALS do not increase your taxes, REPLACEMENTS almost surely do.".......Several years ago, Strongsville passed a 1.7-mill tax rate.....But a state law cuts property tax rates as home values rise, so over the years the rate on......tax fell. It now collects at less than one half of a mill today-----less than a third of its original rate.......RENEWING A TAX SIMPLY CONTINUES IT AT ITS REDUCED RATE. BUT REPLACING A TAX RESETS THE RATE BACK TO ITS ORIGINAL LEVEL.....BASICALLY TRIPLING IT. THE FURTHER BACK A TAX WAS PASSED, THE GREATER INCREASE A REPLACEMENT BRINGS."
